The master plan addressed inadequate interpretation of the evolution of the 11-acre site over the past 300 years, a lack of connection between the site and downtown Portsmouth, and dispersed administrative facilities. Scott Guerin served as lead interpretive designer with architect Ron Ostberg of Stubbins Associates.
